Em reunião realizada em Évian-les-Bains, na França, paralelamente à Cúpula do G7, o Brasil e a Interpol avançaram na articulação para a criação de uma coalizão de combate ao crime organizado transnacional na América do Sul. A ação é um desdobramento de acordo de cooperação técnica assinada entre o País e a organização internacional em fevereiro.
Ao mesmo tempo, do ponto de vista político, foi uma sinalização concreta de que o País está comprometido com a pauta, ao contrário do que o governo de Donald Trump tentou fazer crer ao decidir classificar organizações criminosas brasileiras como narcoterroristas.
O encontro, de caráter técnico, foi realizado na terça-feira (16) e contou com a presença do presidente Luiz Inácio Lula da Silva, que estava no país para participar da reunião do G7.
Durante a cúpula, Lula abordou o tema, salientando que o combate aos crimes transnacionais é “parte da agenda de desenvolvimento”, mas que deve levar em conta “o respeito à soberania dos Estados”.
O presidente disse, ainda, que “o enfrentamento ao narcotráfico não pode ser dissociado de outros ilícitos como a lavagem de dinheiro e o tráfico de armas” e que “valorizar o diálogo e a cooperação institucional, inclusive por meio da Interpol, contribuirá para a localização de ativos e indivíduos vinculados a essas atividades criminosas”.
Brasil e Interpol
Na reunião técnica entre Brasil e Interpol, foram tratados aspectos como os trabalhos desenvolvidos pela organização em âmbito global, com foco especial nas ações concretas a serem implementadas na América do Sul.
“Utilizando o escritório da Interpol para a América do Sul, na cidade de Buenos Aires, com tecnologia, bases de dados, equipes especializadas e um projeto do Ministério da Justiça coordenado pela Polícia Federal, vamos reunir os 12 países sul-americanos em um grande esforço conjunto para o enfrentamento ao tráfico de drogas e de armas, aos crimes ambientais e a todos os demais delitos que possam ser investigados de forma integrada nesse esforço coletivo”, explicou Andrei Rodrigues, diretor-geral da PF, após o encontro.
De acordo com o governo, além dessa estrutura na Argentina, o Centro de Cooperação Policial Internacional da Amazônia, em Manaus, funcionará como um polo complementar de atividades, com foco específico na segurança da região amazônica.
Difusão Prateada e crimes financeiros
Outro ponto de pauta foi a Difusão Prateada, iniciativa lançada em 2025 pela Interpol, pela qual os países membros podem solicitar informações sobre bens relacionados a atividades criminosas — como fraude, corrupção, tráfico de drogas, crimes ambientais, entre outros —, bem como apreensão, confisco ou recuperação, conforme as leis nacionais.
“No ano passado, retiramos mais de R$ 10 bilhões do crime organizado. Com esta nova iniciativa e esta parceria, será possível ampliar essa capacidade operacional e alcançar patrimônios ocultos em diferentes países”, disse Rodrigues.
O enfrentamento ao crime financeiro também foi abordado na reunião. Segundo o diretor-geral da PF, estão em andamento tratativas com a Federação Brasileira de Bancos (Febraban) e outras instituições financeiras para reforçar os mecanismos de segurança e confiabilidade do setor.
Rodrigues disse que a medida acrescentará uma camada extra de verificação de confiabilidade ao sistema, permitindo que as instituições financeiras consultem as bases de dados da PF. Ele também apontou que outro foco é “avançar para o acesso às bases de dados da Interpol, a fim de ampliar ainda mais a confiabilidade do nosso sistema financeiro e dos mecanismos de controle e de conhecimento do cliente”.
Na reunião, também foi destacada a luta do Brasil para avançar na regulação das redes sociais, elemento central para o combate aos mais variados tipos de crime que se utilizam dos meios digitais.
Nesse sentido, o diretor-geral da PF salientou o papel do ECA Digital na proteção de crianças e adolescentes, bem como a implantação da Força Integrada de Combate ao Crime Organizado Cyber, a Cyberfico, estrutura ligada à PF pela qual será possível receber dados e fazer o tratamento e difusão para o enfrentamento de delitos dessa natureza.
