A Cúpula de Líderes da COP30 aprovou, nesta sexta-feira (7), a Declaração de Belém sobre Fome, Pobreza e Ação Climática Centrada nas Pessoas, com o apoio de 43 países e da União Europeia. Tendo como base a visão do governo brasileiro sobre o combate a esses males, o documento alerta para o fato de que o impacto adverso das mudanças climáticas, embora afete a todos, é desigual e atinge com mais força os mais vulneráveis.
Partindo desse pressuposto, a declaração reforça a importância de que os países continuem investindo na mitigação dos efeitos da crise ambiental, mas com foco especial nas medidas de adaptação climática centradas no ser humano, como a proteção social adaptativa, seguros-safra e outros instrumentos que promovam a resiliência dos pequenos produtores rurais às mudanças climáticas.
Ao mesmo tempo, defende que o financiamento climático também invista em projetos que gerem oportunidades, empregos e meios de subsistência para agricultores familiares, comunidades tradicionais e povos da floresta, reforçando o entendimento de que o financiamento climático deve priorizar soluções centradas nas pessoas.
No mesmo dia, também foram aprovados outros documentos para nortear as ações dos países signatários nos próximos anos. Um deles foi a Declaração de Belém sobre o Combate ao Racismo Ambiental, que busca fomentar o diálogo internacional sobre a interseção entre igualdade racial, meio ambiente e clima.
Também foram aprovadas a Declaração sobre a Coalizão Aberta de Mercados Regulados de Carbono e o Compromisso de Belém pelos Combustíveis Sustentáveis, que pretende somar esforços para quadruplicar a produção e o uso de combustíveis sustentáveis até 2035.
Fome, Pobreza e Ação Climática
A Declaração de Belém sobre Fome, Pobreza e Ação Climática Centrada nas Pessoas — uma das mais abrangentes e impactantes entre os documentos aprovados — reforça que “a mudança do clima, a degradação ambiental e a perda da biodiversidade já estão agravando a fome, a pobreza e a insegurança alimentar, comprometendo o acesso à água, piorando os indicadores de saúde e aumentando a mortalidade, aprofundando desigualdades e ameaçando meios de subsistência, com impactos desproporcionais sobre pessoas já pobres ou em situação de vulnerabilidade”.
Nesse sentido, se compromete a “colocar os impactos desiguais da mudança do clima no centro da nossa resposta, em consonância com o princípio da UNFCCC (Convenção-Quadro das Nações Unidas sobre Mudança do Clima) de dar plena consideração às necessidades específicas e às circunstâncias especiais dos países em desenvolvimento, em especial os mais vulneráveis”.
O documento aponta que os signatários trabalharão, entre outros pontos, para “expandir sistemas de proteção social e assistência emergencial adaptados às mudanças do clima; integrar os sistemas de proteção social com alertas antecipados, preparação para desastres, ações antecipatórias, respostas a perdas e danos, bem como com os setores de recursos naturais e meio ambiente e conectar a proteção social com intervenções em nutrição, alimentação escolar, meios de subsistência, saúde, extensão agrícola e educação, promovendo a resiliência de longo prazo e a adaptação frente a impactos climáticos adversos”.
Quanto aos produtores rurais, a declaração se compromete a “ampliar soluções que permitam que famílias em situação de vulnerabilidade climática e pequenos produtores em áreas rurais gerenciem riscos climáticos, aumentem sua resiliência e reduzam vulnerabilidades — incluindo seguros, garantias, mecanismos de redução de riscos, proteção social vinculada à produção e financiamento para evitar, minimizar e enfrentar perdas e danos”.
Também defende a expansão do acesso das populações mais vulneráveis em áreas rurais “a infraestrutura e serviços resilientes ao clima, como acesso seguro à água e saneamento, irrigação inteligente e eficiente, gestão de secas e enchentes, energia sustentável, instrumentos financeiros adequados, capacitação, informações de mercado, ferramentas e serviços de assistência técnica e extensão rural”.
A declaração ainda se compromete a “desenvolver, implementar e ampliar soluções inclusivas e sustentáveis, incluindo modelos diversificados de agroflorestas, que gerem empregos decentes e meios de vida sustentáveis para as populações locais; expandir alternativas sustentáveis de subsistência por meio da bioeconomia, agroflorestas, serviços rurais, ecoturismo, restauração e conservação de terras e ecossistemas; apoiar o desenvolvimento do Fundo Florestas Tropicais para Sempre (TFFF) e incentivar ações climáticas e projetos de financiamento climático e proteger os direitos de propriedade sobre florestas e outros direitos dos Povos Indígenas e comunidades locais”.
