A Assembleia Legislativa de Minas Gerais (ALMG), foi palco, na última quarta-feira (5), ao mesmo tempo, do melhor e do pior que há na política mineira. A votação em segundo turno da PEC do Cala Boca, como ficou conhecida a Proposta de Emenda à Constituição que retira a obrigatoriedade do referendo popular para a entrega da Companhia de Saneamento de Minas Gerais (Copasa) à iniciativa privada, foi marcada por galerias, ruas e praça lotadas de trabalhadoras, trabalhadores, movimentos populares e sindicais e cidadãos manifestando sua indignação com esse retrocesso democrático.
Os deputados do bloco de oposição realizaram um trabalho incansável de obstrução da pauta, denunciando a impopularidade da medida e o cerceamento ao debate que foi, ao longo de todo o processo, operado pela base do governo. Sob a condução do presidente da ALMG, Tadeu Leite (MDB), o processo contou com algumas manobras no mínimo questionáveis, para garantir o resultado esperado pelo governo de Romeu Zema (Novo) e seus aliados.
A base do governo teve dificuldades para garantir a presença em plenário de seus deputados, atrasando forçosamente a votação até o momento que lhe fosse mais conveniente. A mais constrangedora das manobras, contudo, aconteceu às claras, sob os olhos do plenário com as galerias lotadas e televisionada para milhões de mineiros.
A votação foi encerrada pelo presidente da ALMG e teve o resultado transmitido no painel da casa de 47 votos favoráveis à PEC, um a menos do que o necessário para sua aprovação. Cabe lembrar que, no primeiro turno, foram 52 votos favoráveis. O deputado Bruno Engler (PL) não estava presente no momento da votação e chegou após o encerramento, declarando seu voto no microfone. O voto foi aceito fora do prazo por Tadeu Leite, dando vitória à base governista.
Que as forças populares são sub-representadas no legislativo e que a batalha seria árdua nós já sabíamos. Contudo, essas movimentações dos setores ligados ao grande empresariado mostraram que a luta popular surtiu efeito. Foram 4 votos virados entre o primeiro e segundo turno. E a cena protagonizada por Bruno Engler escancarou a sua covardia. O deputado, assim como outros da base do governo, fez de tudo para não estar presente no momento da votação e poder se abster, evitando o desgaste político.
Diversos deputados, com vergonha de votar, só apareceram no último minuto quando perceberam que seus votos seriam essenciais para a aprovação da pauta. Nesse jogo perigoso, o aliado de Nikolas Ferreira errou no cálculo e se atrasou por alguns segundos, abrindo espaço para a judicialização do resultado.
O dia de quarta-feira mostrou que estava enganado quem previu vitória fácil para o governo, assim como estava enganado quem enxergava em Tadeu Leite um perfil democrata. A luta popular contra as privatizações funcionou e, nessa batalha, o governo teve uma vitória amarga, com gosto de derrota. A guerra das forças populares mineiras contra a rapina do patrimônio público continua e promete novos e importantes embates.
